While the Late War Scenario duplicated the errors in the C3I article, the Cards and new Rules Edition do show clarifications. For now I suggest referring to this as the Deluxe/3rd Edition as the previous 3rd printing should not be considered a new edition. I will address the Cards for now.
The most important change is to Aldrich Ames. The card has been replaced by Aldrich Ames Remix* a USSR 3 Ops card that reads: "US player exposes his hand to USSR player for remainder of turn. USSR then chooses one card from US hand; this card is discarded."
The same as the 2 extra start influence in Canada this is a standard game change for this edition.
Some card numbers were changed, which does not affect play. Formosan Resolution is now #35, properly placed with the Early War Cards, however the wily Defectors did not receive the same treatment and remains #103. #35 South America Scoring is now #81, and #81 Solidarity is now #101. #104 Scoring Summary has been replaced by an Optional Card (The Cambridge Five).
As per the FAQ, Formosan Resolution applies "...during Final Scoring at the end of Turn 10" and Shuttle Diplomacy "Does not count for Final Scoring at the end of Turn 10".
Cancelling Cuban Missile Crisis for the US is clarified as "either" West Germany or Turkey, while OAS Founded is "and/or" Central and South America, and the option for South African Unrest is 2 Influence in "countries" adjacent to South Africa.
"We Will Bury You" now specifies that, unless a qualifying UN Intervention is played, the USSR gains 3 VP "prior to any US VP award." Thus Card Text Override (5.5) definitively overrules my previous objection, and I will be free to devise a situation where 10.2.3/10.3.1 may genuinely apply.
Several Cards that give Ops as an Event have a blanket change in wording. Olympic Games, CIA Created, ABM Treaty, and Lone Gunman say "...may conduct Operations as if they played a # Op(s) Card" while Soviets Shoot Down KAL-007 and Glasnost similarly say "may place Influence or attempt Realignments as if they played a 4 Ops Card".
A new section in the rule book (7.4.3) refers to this wording and I expect will help clarify the previous nagging questions on Ops from Events. The Olympic Boycott would appear to no longer be a special case; however Junta was unchanged. I don't expect it to become a special case instead, but my understanding will need to absorb the change.
Finally Puppet Governments appears to have replaced "one" with "1" which is inconsequential. This type of change was done from the 1st to 2nd Edition and I may have mixed up my previous Edition cards and now must worry that I have done so with other cards(!?). I hope others may rescue me if I have faltered here.
I can easily provide complete Deluxe Edition Card text for individual cards if asked but hope someone can more easily do a complete manifest. I'll follow up with a Rules Report when ready.
