Keep in mind that any "When revealed..." plot text is a passive effect activated by revealing
that plot card. So no matter how the plot card is revealed, be it the game mandate that all
players reveal their plot for the round or through a specific card effect like Bran's, the play
restrictions for the "When revealed..." text is met and the passive effect is activated.
You are correct that once you get to the game action window that says "all players reveal
their plots," no player can trigger a "Plot" action like Bran's until after all of the plots
revealed have resolved. However, remember that when a player DOES trigger Bran (before
or after the game action) to reveal a plot card, any "When revealed..." text on that plot
does activate because the plot was, in fact, revealed.
So, in your Counting Favors/Rule By Decree example, it is perfectly legal to use Bran to get
the effects of both plots in the same plot phase. Just note that the player controlling Bran
will not have the chance to do so until after all other plots (and passives/Responses to
revealing those plots) that were revealed at the same time as his/her "Counting Favors"
have resolved.
Is it possible to trigger two 'When revealed' abilities with Bran? Because It was told to me that you can reveal Gaining Favor to draw three cards and then reveal Ruled by Decree so to make my opponent discard cards untill he/she has four... (if my opponent had more cards than me)
I thougth this is not correct since you can't take plot actions during the resolve plots window...
