火炬木成立的确是在维多利亚女王的时候，就是那个狼人的故事，但具体几几年就不知道鸟。。。
摘录dr.who wiki 网站内容如下
剧集中完整提到“火炬木研究院”的是在《Tooth and Claw》一集中。
维多利亚女王被狼人袭击后，相信了超自然现象的存在，然后她说：“......I propose... an institute, to investigate the strange happenings and to fight them. I would call it Torchwood, the Torchwood Institute......”（……我要成立…一所研究院，探究这些奇异事件，寻找对抗方法。我要叫它火炬木，火炬木研究院……）。

呃....这是说火炬木里面牙缝女的老祖宗那个故事，好像是用身体打开Cardiff的空间裂缝，然后那种外星人必须依附在死人身上

综上所述，1869年的维多利亚时代的场景应该是牙缝女老祖宗的故事
