我一直听说是先掷骰子，但是在PC游戏里看到可以先使用军队卡后掷骰子，后来查了下英文规则：
Turn Order:1.
Roll for resource production (must)2.
Trade resources with other players (may)3.
Build roads, settlements, and cities and/or purchase development cards (may)•
Play one development card at any time during the turn (may)
只是说必须掷骰子，但是又说at any time during the turn ，也就是说可以先使用卡片后掷骰子吗？
