对于第一个问题，根据英文版规则书“the player places the order in one friendly area on any planet,he may the immediatly move or transport units to the chosen area,as if he were excuting a moblize order on the planet”，楼上的回答可能有误，因为这边用的是move or transport 移动或者运输，也就是说不一定要同一星球上的部队，只要根据行军指令一样移动部（as if he were excuting a moblize order on the planet）就对了。即时不是同一星球，只要相邻星球符合移动规则的也是可以移动部队到该区域的，请各位指正。
