在交涉的特别情况的规则中，第二条是关于没有预约交易的建筑的。其中说到，如果交易塔到了一个此前未被交易的建筑，大家可以竞标这一建筑行动，然后提到：“如果至少有一人对此建筑行动提出了交易，那么就必须要接受。然而，交易塔玩家可以决定自己执行这一建筑行动。如果他不能或者不愿执行这一行动，他就必须接受其他玩家提出的交易。如果没有玩家提出交易，交易塔玩家自己也并非必须执行这一行动。那么，本轮也就没有使用这个建筑行动而已。”（随口翻的，恐有不对）
根据这条，那应该是这样吧：
1、首先交易塔玩家有行动优先权，可以一分钱不花，直接执行这一行动
2、交易塔玩家也可以让大家竞标，只要有一人提出交易，那交易塔就必须接受这一交易。当然，交易塔玩家如果觉得这个价格不值得，也可以随时拒绝这个交易，而改为自己执行行动
如果没有一个人愿意交易，而交易塔玩家自己也不愿执行，那么才会出现流标略过的情况。
也就是说，在交易塔玩家不执行这个行动的情况下，如果有人提出要交易，交易塔玩家是不能拒绝而直接略过吧？
当然，如果他不想做，又不愿意便宜别人的话，他可以干脆不让交易塔走进这个建筑
我的理解对么？
又，借地讨论个英语语法问题，关于上述第3种情况，说明书说“It is simply left unused for this turn”。不太理解为啥用“left for”呢，感觉好像在本轮还有机会再被使用似的，是这样么？比如用额外行动卡可以在本轮之后的环节中使用这一行动？
The merchant is under no obligation to accept
any offer. He can ignore every offer made by
the other players and move the tower onto the
space(s) of his choice.
As long as the tower can still move, the merchant
can negotiate the tower’s next move with the other
players. This phase ends as soon as the merchant
has moved the tower four times or when he decides
to stop moving the tower.

語法問題：
因為交易塔玩家由於其他人出價，而自己無能力或不想在該地點執行行動，於是“被逼”讓給其他人做，但交易塔玩家本身也許還有行動未執行完畢，可以留待交易塔下一步執行。所以“It is simply left unused for this turn”。
