Changes in the v2.1 rules are marked with an asterisk. There was one other change I consider significant that affects rakes (see below).
3.3.2 - In addition to flagships that are damaged and/or on fire, admirals may also not transfer off of dismasted ships.
3.6.2 Small Ship Speed Enhancement - This is now based on the actual rate, not the relative rate.
3.6.16 - Clarified that ships can only attempt grappling once during an activation.
3.6.19 Dropping Anchor - Corrected to match with Sternway table.
Rotating at Anchor - Clarified that oared ships can rotate any number of hexes.
3.7.7 Rake Limits - It is now much more difficult to rake a target twice during one activation. You must completely exit the target's rake line and re-enter it before you can try a second rake.
3.7.11 Rigging Damage - Rigging damage makes it harder to tack
3.7.11 Striking - Clarified that shore batteries also trigger strike checks.
3.9.3 - Clarified that T-rated vessels don't trigger break checks.
4.6.1 - Shore batteries can now use the two DRMs listed when firing.
