您这里恰恰读错了 地点牌正是每次都需要重洗的 请看这里
.If the location has no gate, the investigator has an
encounter at the location. The player shuffles the location
deck corresponding to the neighborhood his investigator
is in and draws a card from the deck.
如果此地点没有传送门 那么该调查员将在此处发生一个遭遇。 此玩家将对应此地点的location牌堆重洗 然后在牌堆中抓一张牌

Location decks, however, are shuffled before a player draws from them.
这个however是跟前边对立的 是说 除了地点牌以外 都通常不洗牌 而把弃牌放进牌库底 只有接受到重洗指令才洗牌 比如星星都是对的之类
但是 地点牌跟其他牌堆不同 是在每次将要抓牌的时候 就要先洗牌
A player who draws multiple cards from a Location deck draws them all, one after the other, without shuffling between draws.3
至于最后一段 是说 如果如果一个玩家要一次抓多张牌（比如2选1遭遇？） 那么就一次抓完 而不是抓一次洗一遍牌
