The player who wins initiative chooses who
will act first during all subsequent phases of the
round. The chosen player becomes the new first
player.
Play always starts with the first player, and proceeds
clockwise. And finally, when multiple passive
effects occur simultaneously, the first player
determines the order in which these effects are
resolved.
