This game is published by Taiwan, designed by a Hong Kong designer who played wargames for more than 30 years. It is manufactured and printed in Taiwan and not by or in Mainland China.
It is available in traditional Chinese and English (but not in simplified Chinese). In case of difference between the Chinese and English version, the Chinese version prevails.
The official release date (aka release date) is the date when this game is officially shipped from the publisher (in Taiwan).
For the preorders to be delivered to Taiwan, you should receive your game in Early April (don't ask me when as I am not responsible for Taiwan preorders)
For the 55 preorders to be delivered to Hong Kong, you should received your game in Mid April.
It takes 7 to 10 business days for the games to be shipped (by surface but not by air) to Hong Kong. Then it takes another 5 to 7 business days to arrange and send the game by surface from Hong Kong to Mainland preorder arrangers (i.e. the shop in Taobao). Usually it takes another 3 to 5 business days to send the game from the preorder arrangers to the individual preorderers.
Therefore, for the around 100 preorders to be delivered to Mainland China, you should receive your game at around the end of April. The game will be shipped from Taiwan to Hong Kong and then from Hong Kong to the Mainland preorder arrangers first before they can be further posted to the individial preorderers in China (regardless of province).
Actually, Taiwan has not received any money from the Mainland preorder arrangers yet because the money is being kept and safeguarded by a Certified Public Accountant in Hong Kong who will only remit the money to Taiwan after the games from Taiwan arrives in Hong Kong. Then the Certified Public Accoutant in Hong Kong will notify the Mainland preorder Arrangers to collect the games from Hong Kong by their couriers.

In English: On the "Official release date of The Everlasting Glory", arrangements will be made to send this wargame to the Preorder Arrangers, Wholesalers and Retailers around the World. Further, Japan will release its Japanese and English version.
In other words, Taiwan should have the game printed on or before the official release date so that it can start to arrange for sending this game rather than sendint all of them at that day.
It's complicated. It has to be done in this way becasue this project involves at least 4 places (Japan, Mainland China, Hong Kong and Taiwan). The target launch date has been posponed for more than one year!

台湾方面将于29/3/2012寄往(即寄出)香港，估计约将于七至十个工作天后到达香港，香港在收到「英烈千秋」后，于两个香港工作天内以电邮及在此(BGC)Forum发出公告，以便各省团购安排人安排快递商到香港上门取货，再转发给已付款各省参加团购的订购人。
另外，為保障国內各省团购安排人及台灣Formosa Force Game 双方利益起見，先由台灣寄貨到香港，香港方面會在收貨後才付款給台灣，貨銀兩訖，以保證交易不涉及信貸風险。
Japan has received the game today from Taiwan (likely by airmail). Hong Kong and Mainland still need to wait as I have not received the game yet (probably by surface mail)
