起始玩家看牌的时候不是其他玩家也在看牌么？在维也纳，起始玩家应该先把所有的牌平均分发给每个人。是不是中文规则书翻译有误？你写的是原文么？应该不存在“起始玩家自己看牌时可不可以喊得很慢，别的玩家看牌时却喊得很快”的问题。只存在起始玩家看牌很快或很慢的问题。
第二个应该是中文翻译错了。原文是：
In each City marked with a Time cards symbol, the player who currently holds the whistle (i.e. the first player in the turn) is the one charged with the passing of time.
应该翻译为：
在每个 标有时间卡标志的城市，当前持有哨子的玩家（即该回合的第一个玩家）负责处理（传递）时间卡。
