不用的，这个真不能看卡牌，因为中文卡牌的翻译有问题。英文版的印刷文字为Treaty Ignore the out of House gold penalty on all 
http://www.agotcards.org/images/icons/ico_martell.png[/img] cards. Each opponent without a Treaty agenda needs 5 fewer power (to a minimum of 10) to win the game.
这样就很清楚了
