不是很同意楼上的观点，我也查了说明书（原版）：
1.竞选总督（a.买股票 b.放货物 c.把船放到水里）
2.放同伙以及移动船只
this phase has three accomplice placing rounds,each followed by a punt movement round.after the first accomplice placing round is the first punt movement,and so forth.
先要完成第一步，由总督放好货物及船，然后才放小人，不存在先放一条船再放一个小人的规则啊
