During the Resolve Consolidate Power Orders step of
the Action Phase, rather than executing a Consolidate
Power Order token to receive power, a player may
choose to execute the order and place a Fortification in
the area instead (thus forfeiting any power that he may
have received).
貌似跟兵种无关吧，只要放置巩固权力指令(王冠)，就可以在此行动执行时，放弃收取权力标记(钱)，取而代之放置一个城墙木块。
