Normally the owning player selects the unit that will take the step
loss unless he is mandated to take a step loss from his Lead Unit during
a Determined Defense, or if an EX or A1/D2 was rolled.
EX = Each side loses one step (the unit that takes the step loss is
determined by the opposing player).
A1/D1 = Each side loses one step (the unit that takes the step loss
is determined by the owning player).
