23 is played with a deck of 66 cards numbered 1 to 23, with one "1" card, two "2" cards,

and three each of the cards “3‐23”. Also included are green Bonus chips and purple Penalty chips.

Depending on the number of players only part of the deck will be used.

With 2 players draw 30 cards, 3 players 45 cards and 4 players 60 cards.

Shuffle the deck and randomly draw the number of cards needed. It is important that the “1” card is part of the cards drawn.
將所需要的張數挑出來後，將牌洗均並平均發給每位玩家，特別要注意的是：挑出來的牌一定要包含"1"這張牌。
At the beginning of each round every player is dealt a hand of 15 cards.
遊戲一開始，每位玩家手上都有15張手牌
For the first round each player also receives 3 Bonus chips. Each player then discards 3 cards face down back to the box, leaving each a hand of 12 cards to play.
第一回合一開始，每位取得3枚獎勵籌碼，並將3張手牌蓋牌，置入棄牌堆，以手上的12張手牌開始出牌。
The player with the “1” card starts by playing it out on the table. Then, in clockwise order, each player can do one of the following:

If the cards have a value that is equal to or one higher than the last card played, no Penalty chips are gained.
如果出的牌的點數等於桌面上最後一張牌的點數，或是剛好比最後一張牌的點數多1點時，玩家便不會收到懲罰籌碼。
If the cards are more than one higher than the last card, the player receives 1 Penalty chip for each value that is skipped (ex., playing a 4 on a 1 would get you 2 Penalty chips).
如果出的牌的點數比最後1張牌的點數多2點以上時，則玩家則要為跳過的點數收到懲罰籌碼(例如：4接在1後面，會收到2個懲罰籌碼)
A player may use one or more Bonus chips before playing a card. For each Bonus chip played, he may increase or decrease the value of the last card played by up to five.

If a player chooses to pass, they take 1 Penalty chip and play moves to the next player.

Alternatively, they can pass and force the next player to play a card(s) by taking 2 Penalty chips.

A player can drop out of a round and not play any more cards from their hand. If a player drops out they receive 1 Penalty chip for each card they still have in their hand.

If a player plays the last card from their hand they may discard 3 Penalty chips.
如果玩家將最後1張手牌出玩，則該玩家減免3枚懲罰籌碼
The round continues until all players have either played the last card from their hand, or have dropped out of the round.
當所有的玩家將手牌出盡，或是都放棄時，回合結束
Play two rounds and whoever has the fewest penalty points wins.
每次遊戲時，進行2個回合。2個回合總計懲罰籌碼最少的玩家獲勝
For each Bonus chip you have left at the end of the second round removes 2 Penalty chips.
在第2個回合結束後，每1個獎勵籌碼可以抵銷2個懲罰籌碼
