不知道这个游戏规则最初是谁翻译的，貌似有一点点问题。
目前看到的所有中文规则，都说禁止牌（Stop counter）的功能是“对手这一回合不能放置建造标志”。
这回合我打出禁止，对手不能出牌；下回合我出牌，禁止牌失去效果，对手可以出牌。整个效果相当于我们一个回合什么事都没做。。。
英文的规则写的是：“Player may not do anything this turn”。
注意是may not，不是can not。
因此这张牌的本意是跳过自己的回合。
BGG上有条Forum也说了这张牌的效果：
The player playing( and discarding) the stop token does nothing else that turn, basically skipping their own turn.
