谁说的，原版说明书并没有这条，中文翻译有误。
原文是:
a)build hut
the only way to start a new settlement
the player places 1 hut on a level 1 space of his choice.
并在旁边附了张图。
应翻译为
a）放茅屋
建立茅屋是新建一个村落的唯一方式
（图为）玩家在第一层选了个地方放了一个茅屋
不过后来确认确实小屋只能放在第一层，这在概览卡里才表述出来的……
说明书里建设章并未提出来
