查看了BGG上的一些讨论，发现PG有两版规则“1. If the »Step 3«card is drawn in phase 2(Auction Power Plants), treat the card as the highest power plant and place it at the end of the future market. During the remainder of phase 2, do not replace power plants that are purchased. After finishing phase 2, remove the lowest numbered power plant and the »Step 3«card from the market and do not draw replacements! Step 3 starts in phase 3. ”第一版和第二版的规则是不同的，第二版没有黑体部分的字体，有一个人的回复我觉得是最reasonable的：
“The rules available on the Rio Grande games web page do include the sentence "During the remainder of phase 2, do not replace power plants that are purchased." This is a change from the version of the rules that makes sense - the plants under the card aren't supposed to be available until Step 3 actually has begun. While it's unlikely that they'd make it down to the auction level, if we're talking some of the plants in the 30's then it's not unreasonable to think they will. That gives the players late in the auction an advantage if they show up, since they've access to plants that "shouldn't" be available with less competition.
So here's how I'd handle it if you followed the rules as they're currently written:
- Don't replace plants purchased this turn, per the rule.
- When the phase ends and you take out the step 3 & lowest, you'll end up with a market of 6 or fewer plants.
- Shuffle plant deck and deal additional plants as required to create a six plant market as required for Step 3. ”
也就是说当Step 3在拍卖阶段翻出来时，把它当作起价最高的电厂放在预测市场的尾部。为避免以前保留在Step 3牌下的高价电厂对后买的买家带来太大的优势，剩余的拍卖阶段暂时不补牌。当所有人都拍卖结束后，移掉Step 3和最低起价的电厂，再将剩下的牌堆混洗，并把桌面上的牌补齐到6张，游戏进入Step 3。
